Abstract
This proposal expands upon the Cybersecurity & Infrastructure Security Agency’s (CISA)
Hardware Bill of Materials (HBOM) Framework (September 2023), which aims to improve visibility and resilience in supply chains by standardizing component-level data in hardware products. This project intends to enhance CISA’s foundational HBOM structure by integrating AI for real-time validation, threat modeling to identify supply chain vulnerabilities, and a multi-level data taxonomy to capture the complex transformations hardware components undergo from raw materials to final products. Key objectives include prototyping of a HBOM that meets diverse use cases such as compliance with laws such as the UFLPA, enhancing security against counterfeit components, and supporting lifecycle management through continuous data updates. This HBOM solution is aimed to be applicable across sectors including consumer electronics, defense, and critical infrastructure (CISA HBOM 2023)
